The dementors of Azkaban met the Dark Lord's rise to power with eagerness. The cells in Azkaban are quickly filling with captured members of the Resistance and other political enemies of the Higher Ordered deemed too dangerous to be kept at a detainment camp.

Under the rule of Grindelwald, most of Europe is under Wizard rule. Similar to the situation in England, Muggels serve the Wizarding class. In their quest for Wizarding rule, Voldemort and Grindelwald have been tolerant of each other though, lately, there have been minor challenges to the other's rule, lately.
